PCSUPT Miguel DM Laurel, Rev. Fr. Emiliano F. Fadri, EPD Officers and staff, distinguished guests, ladies and gentlemen:
Una sa lahat gusto kong magpasalamat sa inyong pagimbita sa akin upang maging bahagi ng inyong Monday Flag Raising Ceremony ngayong umagang ito. Also, I congratulate the awardees who will be recognized and commended this morning for their outstanding accomplishments and exemplary performance. Saludo po ako sa inyo.
Our people especially the grassroots are continuously in search of heroes – people ready to help them when there are threats to their life and safety; people who will extend a hand in their fight against poverty and lead a better life. Thus we find heroes everyday like people who show selfless courage in the call of duty; people who serve more for others than for himself alone; people who in the midst of difficulties racked their minds for ways to help others. These are the awardees who are being recognized today for doing their jobs to the best of their abilities and serving others at whatever cost.
As the representative of the science and technology sector in the House of Representatives of the 15th Congress, I specially commend the innovativeness of your team, headed by Col. Medina, in coming out with a life-saving “drum-boat” that would help ensure safety for our people in time of heavy rains and floods. Your desire to serve, after having witnessed the difficulties suffered by our people from the recent calamities that hit Metro Manila, fired your ingenuity and innovative spirit. I am honored and pleased to be a part of such noble undertaking; more so because of the advocacy of AGHAM Party-list to promote science, technology and innovation.
AGHAM or Alyansa ng mga Grupong Haligi ng Agham at Teknolohiya para sa Mamamayan is a non-stock, non-profit association of science professionals, science journalists, advocates and enthusiasts. Organized in 2005, it aims to 1) promote science education and the development of the culture of science of the Filipinos ; 2) advocate national policies and programs that will advance science and technology for sustainable development of the country; 3) assist and support Filipino science workers engaged in research and development, in invention and popularization of technologies and products; and 4) promote the welfare and well-being of Filipino science and technology workers and the sustainability of science-based institutions, organizations and enterprises.
As first termer in Congress, I am pleased to inform you that as of December 2012, AGHAM Party-List, thru this representation, has sponsored/authored 206 and co-authored 233 legislative measures. Of the authored bills, eight have been passed in third reading and about 60 resolutions were adopted by the Members of the House of Representatives, and concerned House committees. One of our authored/sponsored bills was enacted into law when Pres. Aquino signed on December 04, 2012 Republic Act 10344 or the Risk Reduction and Preparedness Equipment Protection Act. Under the law, stealing, dismantling, tampering, selling or buying and even attempt to commit any of these acts are punishable by imprisonment ranging from not less than two years but not more than 15 years, or a fine of not less than P200,000 but not more than P3 million or both depending on the kind of act committed.
The other bills passed on third reading include: HB 5485: Sustainable Forest Management Act of 2011; HB 5860: Final Forest Limits Act of 2012; HB 6040: Providing a three (3) year validity period for the license to exercise security profession; HB 6546: PAGASA Modernization of 2011; HB 6548: Mechanization Development for Agriculture, Fisheries, Agro-Forestry and Forest Industries (AFFMech) Law; and HB 6474: The Food Safety Act. To support the promotion of innovation, we also filed House Resolution 00459: A Resolution Requesting for the Establishment of Speaker’s Medal for Technology and Innovation and for Providing Cash Incentives to the Awardees.
AGHAM has also other initiatives in science education, promotion and application. Presently, we collaborate with the Department of Science and Technology, PAGASA, Science Education, CHED and four state universities – Bicol University, Central Luzon State University, Mariano Marcos State University, Visayas State University – in the offering of Bachelor of Science in Meteorology, the first in the country and in Southeast Asia, with 16 scholars. We have a tie-up with the University of Southern Mindanao for the offering of a Major in Pharmacology under B.S. Pharmacy with 26 scholars. We also assist some schools in establishing and improving science laboratories thru the provisions of science equipment and computers. AGHAM Party-List assists far-flung and underserved communities in the development of science-based livelihood opportunities with support from benevolent benefactors. We are actively pursuing our advocacy for environment protection and conservation, as is the case with the on-going rehabilitation activities in Taal Lake, and Manila Bay clean-up drive.
We hope you will support us for us to be able to continue our advocacy for science and technology in building a stronger Philippine economy and better life for our people. On the other hand, should you have concerns which you think can be addressed by legislation please do not hesitate to approach us; you are welcome to our office.
